Trộn tất cả các nguyên liệu với nước. Dùng tay nhào cho bột thật nhuyễn và mịn. Thời gian nhào bột đạt yêu cầu khoảng 10 phút. Viên tròn bột lại, bọc nilon ủ kín bột trong 10 phút.
Sau đó, lấy bột ra nhào tiếp, nhào bột thành hình trụ dài. Lấy màng bọc thực phẩm, bọc kín bột lại, để trong tủ lạnh 2 tiếng. Sau 2 tiếng, lấy bột ra khỏi tủ lạnh. Nhào bột tiếp 30 phút cho bột ấm lại. Dùng tay ấn cho bột dẹt, bóc bỏ lớp màng bọc bọc bên ngoài.
Cán bột dài ra như hình, độ mỏng vừa phải. Dùng dao cắt chia bột thành những phần bằng nhau, khoảng 2 cm. Rắc chút bột khô lên từng miếng bột. Chồng hai miếng bột lên nhau, dùng một chiếc đũa ấn mạnh vào giữa, dọc theo chiều dài miếng bột.
Đặt chảo lên bếp, đun sôi dầu, thả bột vào rán vàng đều hai mặt là được. Quẩy nóng chấm nước mắm chua ngọt ăn vào những ngày đầu mùa se lạnh rất thích hợp hoặc có thể ăn cùng cháo sườn, phở bò gà càng tăng thêm vị hấp dẫn.
